Prior to forming MIT, LLC, Mr. Merritt enjoyed a 35 year career whereby he provided Information Technology expertise in positions of increased responsibility at IBM, Loral, Lockheed Martin and Leidos. During this time, he also founded an art publishing and distribution company that he operated as a part-time business for approximately 15 years starting in 1989. Because of the increased responsibility he enjoyed with the above mentioned companies, in 2004 he decided to place a strategic pause on the part-time business and focus on a full-time career in engineering, program management, and portfolio management until his retirement in 2020.
 
From 2013 – 2020, Mr. Merritt functioned as the Program Management Office (PMO) Director & Senior Manager for select Centers for Medicare & Medicaid Services (CMS) programs that were part of the Leidos Government Health & Safety Solutions (GH&SS) Operating unit (formerly this unit was part of the Lockheed Martin Information Systems & Global Solutions business area). He had responsibility for managing a portfolio of CMS projects and program personnel. His organization also provided business analyst services, documentation services, technical writing, and planning and scheduling expertise to CMS stakeholders and other Leidos functional teams. Mr. Merritt’s responsibilities included extensive customer interaction w/CMS directors and staff, functional managers and their teams, human resource management, earned value management, risk management,  employee recruitment, training, performance assessments, and more.

From 2007 – 2013, Mr. Merritt served as the Senior Engineering Manager for several Lockheed Martin Information Systems & Global Solutions (IS&GS)  programs: Global Positioning System (GPS) IIF, Global Broadcast Services, Hubble Telescope, Environmental Satellite Processing Distribution Systems (a NOAA program),  Protected MILSATCOM Ground Systems and Global Communications Model (an IRAD).

The majority of Mr. Merritt’s career has involved him providing Information Technology services expertise via one form or another. Prior to becoming a Senior Manager, he functioned as the GPS IIF Commercial Off-The-Shelf (COTS) Engineering and Integration Department Manager. Mr. Merritt led and directed the development and sustainment of the GPS IIF software development, test, and integration labs. His primary responsibilities included systems planning, systems upgrades/re-builds, security engineering, COTS engineering and integration, lab management, hardware and network engineering, scheduling, legacy systems support and materials management. His annual cost account responsibility for labor and materials was $11 million; it was $60 million for the largest program's contract performance period.
 
From 2006 -2007, Mr. Merritt managed a Data Services & Test team. His responsibilities included large scale database engineering, integration and test for multiple baselines, and selling off element and system level requirements. From 1993 – 2006, he supported Lockheed Martin as a Computer Systems Analyst, Systems Integration Specialist & Software Engineering Manager. 
 
Prior to Lockheed Martin from 1985 - 1993, Mr. Merritt worked as a Systems Engineer with IBM. In that capacity, he supported several customers in the Dallas/Fort Worth Texas area. One of his primary responsibilities included customer IT infrastructure environments. He worked with system programmers, computer operators, security personnel, and data center managers to ensure the successful installation, availability, performance and sustainment of their IT infrastructure environments.
 
For 35 years, Mr. Merritt successfully led and managed a variety of technical and non-technical activities (project, program, and portfolio management, service delivery, earned value management, schedule management, risk management, operations, employee and subcontractor personnel management and more). During that time, for 15 years he also operated the art publishing and distribution company he founded in 1989. Throughout his career, Mr. Merritt has established himself as a reliable and hard working person that others can count on to deliver results.
